Illegal/un-authorized Constructions:
Means the erection or re-erection, addition or alteration, which is not approved or sanctioned by the authority.
Demerits thereof
Master plan be effected
Roads and drains disappearing
City becomes haphazard/undeveloped manner
It creates environmental pollution, nuisance etc.
Besides, it is recurring loss to the Corporation.
Encroachments:
Simply, the encroachment means to grab the land by way of encroachment. Either, the Government Land, Public Land, Lanes, drains, footpaths etc.
Demerits thereof
It can be causes to loss of the property.
It can simply be a nuisance when a neighbor encroaches.
Disallowing Illegal/unauthorized constructions/encroachments AND Removal thereof
These are the core responsibilities of the Corporation. The sanctioned/ approved plan is monitored at ward level. The entity “Enforcement & Khalifarwari” is being looked after by the Chief Khalafwazi Officer, who is being assisted by Four Khalafwarzi Officers at Zonal level , Ward Officers at ward level & Demolition Squard.
The City divided into 68 electoral and 34 Administrative wards. Each Administrate Ward is supervised by one Ward Officer. Who is being assisted by Building Inspectors and Sanitary Supervisors at subordinate level. The ward staff keeps strict vigil on illegal constructions and encroachments in their respective ward jurisdiction and action against the offender, is being taken under law.
Demolition
The demolition team conducts surprise movement and removes encroachments and demolishes the illegal/un-authorized structures falling within the jurisdiction of Srinagar Municipal Corporation under law. Accordingly,
Attempting to illegal/un-authorized erection, re-erection, addition, alteration or encroachments is un-lawfull.
Attempting to illegal/un-authorized erection, re-erection, addition, alteration, should be avoided and Building permission from Srinagar Municipal Corporation be obtained.
In order to check the growth of un-authorized construction and deviation of approved building permissions, the “Completion Certificate” from the concerned Officers would be made compulsory, as and when the public would be notified through press about the submission of completion certificates. Similarly the Public Health Engineering and Power Development Departments are being requested not to grant water connection/electric connection before completion certificate from Corporation is issued. This shall avoid haphazard growth and unplanned development of colonies in the Srinagar City. Not only this, a housing policy is being worked out, wherein the conversion of agricultural land to some extend shall be restricted.
During the financial year2008-09 the Corporation has removed 700 illegal constructions/structures/encroachments. This has helped the Corporation to effectively curb the menace of raising illegal and unauthorized constructions.
